Federal Davis-Bacon is not the only rule that applies here. Applies to state-funded construction (public buildings, schools, roads, bridges, highways) with a contract of $28,000 or more. That runs on top of, not instead of, the federal WH-347 whenever the project also has federal money in it.

- Contractors and subcontractors must register with LEO's Wage and Hour Division before bidding or working on a covered project, a $500 annual fee.
- This is a newer law: double check whether a specific state-funded project is covered, since the reinstatement is still recent.
What this means for your paperwork
Whenever a Michigan project has federal money in it, the WH-347 side of it still has to happen on top of the state paperwork. Certified Payroll only handles the federal side: it checks the rate against the live SAM.gov wage determination and fills out the WH-347 with its Statement of Compliance. It does not file Michigan's own state form, so budget for that as a separate step if this project needs it.
Frequently asked
Does Michigan have its own prevailing wage law?+
Yes. Michigan's prevailing wage requirement was repealed in 2018, then reinstated for state-funded projects by Act 10 of 2023, effective February 13, 2024.
Does Certified Payroll file Michigan's state certified payroll form?+
No. Certified Payroll files the federal WH-347 under Davis-Bacon, not Michigan's own state form. The moment a Michigan project is also federally funded, it checks the rate and fills out the WH-347 automatically. The state form is still a separate filing.
