The status quo

The WH-347 was designed for a filing cabinet.

Every week, contractors still look up wage determinations, retype worker hours into PDFs or spreadsheets, calculate overtime, and re-check the report before signing it.

PROBLEM 1

Manual wage-rate lookups

Find the right determination, revision, classification, base rate, and fringe requirement for each project.

PROBLEM 2

Repeated PDF and spreadsheet entry

Retype the same project information every week and rebuild the report when something changes.

PROBLEM 3

Overtime and fringe calculations

Small calculation and transcription errors can create rework and payroll problems.

Same form, different process

The same WH-347. A different process.

Without Certified Payroll
  • Look up the wage determination manually
  • Re-type the form every week
  • Calculate overtime yourself
  • Re-check rates before signing
  • Rebuild the PDF after corrections
With Certified Payroll
  • Reuse the project's wage determination
  • Enter hours in structured fields
  • Calculate totals as you type
  • Flag potential rate issues while entering
  • Correct fields directly and regenerate
How it works

Three steps. No payroll-system import.

1

Enter hours

Enter each worker's classification and hours by day.

2

Check rates

The full version matches classifications and rates against the project's applicable SAM.gov wage determination.

3

Generate the report

Generate the WH-347, Statement of Compliance, and continuation sheets.

What it catches

Catch potential errors before you submit

(6A)+(6B)

Base rate + fringe

(4)/(5)

Overtime

Flags potential overtime-entry issues and calculates overtime rates.

(7A)/(7B)

Gross wages

Checks project and worker totals as you enter the report.

(6B) / p.2

Fringe benefits

Keeps fringe-benefit fields and the Statement of Compliance aligned.

Questions

Frequently asked questions

Is this an official government tool?+

No. Certified Payroll is independent software that helps prepare the public WH-347 form using public SAM.gov wage data. It is not affiliated with the U.S. Department of Labor or SAM.gov.

Does Sample Mode use SAM.gov?+

No. Sample Mode uses sample data and does not connect to SAM.gov. Live wage-determination checks are available in the signed-up version.

Where do the wage rates come from?+

The full version uses the wage determination associated with the project and checks worker classifications and rates against it. You remain responsible for entering and reviewing the correct project information.

Does it replace QuickBooks or Gusto?+

No. Certified Payroll focuses on federal certified payroll reporting and does not replace general payroll processing.

Does it support state-certified payroll forms?+

No, and that's deliberate. The tool covers the federal WH-347 only. If you need a state format like California's DIR eCPR alongside the federal WH-347, you'll need a second tool for that piece.

Does it manage union remittances?+

No. The product focuses on federal WH-347 reporting and does not manage union remittances.

Can I try it before paying?+

Yes. Sample Mode does not require an account. After signing up, you can prepare two payrolls free. No credit card is required.
